Woodgate will certainly miss the start of the season.
The 30-year-old centre-half has been dogged by injuries in recent years and only made three appearances for Tottenham last term.
He has not travelled with the squad for their tour of the United States and now faces a struggle to break into the first-team squad.
Redknapp: "Jonathan will not be fit for the start of the season.
"He's in a position where he can't train or kick a ball.
"We hoped he would be ready, but that is far from the case I'm afraid.
"All we can do is wait and see how he goes."
