Blackburn chairman John Williams was relieved to have finally secured the services of Rigters for an undisclosed fee after the striker turned down offers from Newcastle, Celtic and Rangers.The 23-year-old leaves NAC Breda on a four-year deal after a passing a medical at Ewood Park on Monday.
